NREGA Process Documentation in Orissa

Detailed Narrative Description of Project :

GOI and UNDP have signed the new Country Programme for 2008-12, which is aligned with the priorities of the Eleventh Five Year Plan. This will become operational in 7 states: Rajasthan, Madhya Pradesh, Chhattisgarh, Jharkhand, Orissa, Bihar and Uttar Pradesh. The Country Programme will support initiatives in 5 focus areas: poverty reduction, HIV and development, democratic government, energy and environment, and disaster risk management.

 

UNDP's Poverty Reduction Programme assists national and state governments to implement inclusive poverty reduction programmes. It supports programmes, policies and partnerships that promote income opportunities for the poor people and helps them access financial products to protect these gains.

 

In partnership with the National Planning Commission, the programme seeks to support state governments to design and implement livelihood strategies focusing on disadvantaged groups and regions. The GOI-UNDP project on State-Level Support to Livelihood Promotion Strategies in Orissa will focus on strengthening capacities & coordination mechanisms to improve the design and implementation process of State-level livelihood related initiatives and schemes. The project will add-on to the capacities of the poor, develop/strengthen institutions of the poor communities, support identification of sustainable wage and self-employment opportunities and will focus on disadvantaged groups including poor women, SC/ST, minorities, migrants, displaced and persons with disabilities. In the year 2009, under a Project Initiation Plan (PIP), the project would work closely with the Panchayati Raj Department, Government of Orissa (GoO) to conduct a livelihood and vulnerability mapping, develop livelihood promotion strategies and design an action plan for improved implementation of NREGS in 4 blocks from 2 districts of the state. The learning from the PIP will be used to develop a comprehensive strategy for engagement with the Panchayti Raj Department, GoO.

 

Services Provided By NRMC :

The primary scope is to assess the functioning of NREGS in 4 blocks of Orissa; 2 each in Ganjam and Kandhamal.

 

Responsibilities for NRMC include:

Assess the functioning of NREGS in 4 blocks, 2 each in Ganjam and Kandhamal. The assessment will have to be done at various levels of the wageworker, panchayat functionaries, district officials, and the State government
»
Document and analyze both demand and supply processes for NREGS work at various procedural levels of PRIs to identify bottlenecks and practical solutions of NREGA implementation
»
Collect information, research data sources, and conduct primary interviews with NREGS job seekers, PRI leaders and officials, civil society groups etc. regarding the implementation of NREGS as well as on-going GoO initiatives to improve NREGS and NIRD's training modules for PRI functionaries
»
Analyze on-going initiatives of GoO under NREGA and trainings for PRIs conducted by NIRD to identify additional areas be improved
»
Document the process of at least one live social audit and analyze its validity
»
Assess availability of and access to critical information in the public domain like knowledge about job cards, amenities at work site, unemployment allowance, transparency pillar etc.
»
Document the role and actual practices of the Gram Sabha and PRI's in planning, designing/selecting works, implementing, measuring, supervising and conducting social audits at selected GPs and various levels of PRIs in the two blocks in each district
»
Rigorous primary research on the problems of NREGA communication between workers/communities and PRIs (GP, block, district and state) and within PRI systems
»
Identify cultural blocks and impediments to the implementation of NREGS such as caste considerations, discrimination in work distribution etc.
»
Identify and propose better monitoring and verification systems and its effectiveness in NREGS work
»
Analyze the access of the most vulnerable groups to NREGS and identify practical modification of processes and implementation of NREGS to be more inclusive and responsive to the demand of most vulnerable groups
»
Assess scope of potential areas to improve financial inclusion for the poor in the project districts (payment arrangement, payment cycle, modality and potential products and services to be provided for the poor)
»
Collaborate and share information with Demand Generation organizations and Livelihood Assessment Organizations whenever required
»
Collaborate with Social Mobilization and Communication Specialist of the project to develop communication materials and strategy
»
Provide monthly updates to UNDP on progress and ways for wider replication of best practices for better implementation of NREGS in the two project districts and in Orissa
»
Carry out any other work assigned by UNDP and the PR Department, GoO to promote livelihood promotion in the state.
