Uttar Pradesh Diversified Agriculture Support Project-II

Detailed Narrative Description of Project:

Diversified Agriculture Support Project (DASP) commenced on September, 1998 with the mission to intensify and diversify agricultural production systems through farmers' participation in Uttar Pradesh (UP). The DASP assisted Govt. of UP in its effort to accelerate diversified agricultural growth in the State in line with regional advantage of different agro-ecological zones (9). UPDASP Phase-1 focused on technology development (11%), demand-driven technology dissemination system (24%), rural infrastructure development (42%), public-private partnerships (3%), Project management and capacity for policy analysis (10%). The results and achievements of Phase-1 of the project are widely regarded as positive. Internal end-of project evaluations by the World Bank rate the project satisfactory on all kinds as is demonstrated by following summary points:

 

Institutional Aspects :

From commodity-driven approach to production systems approach

From supply-driven to demand-driven extension programs

More explicit focus to link farmers to financial institutions

Productivity Aspects :

»
Increase in crop productivity (10%), milk productivity (25%) and cropping intensity (from 169% to 203%)
»
Successful paravet scheme – 1300 trained paravets providing door-to-door animal husbandry services
»
Significant diversification of area out of cereals into vegetables and other higher value crops

Rural Infrastructure Aspects :

»
114 rural markets (haath painths and cattle) have been constructed
»
2,728 km of rural roads have been improved

 

It was envisaged that the DASP would cover all the 70 districts in the state in two phases (32 districts in phase I and 38 new districts in Phase II). The Project activities in Phase- II are expected to build on the successful initiatives of the initial project (Phase I), with the addition of new interventions to address emerging marketing issues – for both fresh and processed produce. Project activities are categorized into two components:

Piloting Risk Mitigation

 

(ii) Expanding Market Opportunities and Increasing Access

Modernizing Market Infrastructure and Management Systems through: (i) partnership with the State Agricultural Marketing Board (Mandi Board); and, (ii) establishment of new concept district agri-markets, under the auspices of local ATMAs, but managed by private sector entities
»
Promoting Agribusiness Investment
»
Facilitating Market Access

 

The DASP II covers 38 districts in the state spread across four zones. Within each district, all the blocks are included in the project. Thus, there are a total of 445 Community Development Blocks in the state, the maximum being in Zone II (146), followed by Zone III (132), Zone IV (89) and lastly Zone I (78).


Services Provided by NRMC :

As external M&E agency NRMC is tasked with following broad activities. In addition there will be some activities/deliverables that will evolve with the DASP II implementation.

Conduct of baseline studies, in collaboration with PIUs/ DPIUs and PCU/ DPCU
»
Regular/ periodic M&E at the zone-level will be supported by the external M&E agency by way of data collection on indicators not being monitored by the PIUs/ DPIUs and/or PCU/ DPCUs, spot verification and validation of data collected by the implementing agencies on a sample basis, and preparation of quarterly monitoring reports
»
Participatory M&E processes at the zone-level will be designed and supported by the external agency for assessment of project processes, outputs, as well as intermediate term outcomes and impacts.
»
Two full-scale impact evaluation studies would be conducted by the external M&E agency at mid-term and end-of-term of project to combine the full range of evidence available from PIUs, PCU-facilitated internal M&E, participatory M&E as well as primary data collected by the research team of the Consultants.
»
Design and development of M&E framework and methodology for the project in consultation with the PCU, PIUs, and other stakeholders, including other external M&E agencies.
